Westmeath Community Development is the Westmeath agent for the Tús initiative. Tús was announced in the Budget 2011 and launched by Minister Ó Cuiv on 21st December 2010. Tús aims to provide short term, quality work opportunities for those who are unemployed.
While the responsibility for the operation of Tús rests with the Department of Social Protection it will be managed on a local level by Westmeath Community Development on the Department’s behalf.
Participants will be identified by the Department of Social Protection and if they are eligible their local department will contact them. Places are limited so not everyone who is eligible will be contacted. To be eligible for a Tús placement you must meet the following requirements:
Continuously unemployed for at least 12 months
Signing on a full time basis
In receipt of a jobseeker’s payment from the Department of Social Protection for at least 12 months
Currently in receipt of Jobseeker’s Allowance

What is Tús?
The Tús community work placement scheme is a government initiative, administered by Westmeath Community Development, designed to assist the long-term unemployed by providing short-term meaningful jobs working within community, voluntary and not for profit organisations throughout Co. Westmeath.
What type of work placements are carried out on Tús?
A broad range of work measures are offered through Tús including environmental services, caring services, heritage & cultural services and retail services.
What are the qualifying conditions for Tús?
To qualify for a work placement through Tús an individual must:
- Have been continuously unemployed for at least 12 months and "signing on" on a full-time basis; and
- Have been receiving a jobseeker's payment (Jobseeker's Benefit or Jobseeker's Allowance) from the Department of Employment Affairs and Social Protection for at least 12 months; and
- Be currently receiving Jobseeker's Allowance.

Westmeath Community Development is currently seeking Community Groups around the County for TUS placements. If your community group is interested in placing a person with them, the contact details are at the end. Below you can find some information of what the TUS programme is.
Westmeath Community Development’s TUS scheme currently has 160 places. Initially, the allocation was for 100 places but this allocation was increased to 160 places in early 2014 in order to match demand from local community groups. This scheme aims to provide short term working opportunities for unemployed people, and all work that is to be carried out by TUS participants benefits their local community. Every parish in County Westmeath continues to benefit by the placement of workers in local projects.
The TUS scheme is an excellent opportunity for community groups in Westmeath who are looking for specific work to be carried out to get a worker for at least a year.
The Tús scheme has now surpassed 140 places in Co. Westmeath.
Initially the Tús scheme was allocated 100 places but this allocation has since been increased to 140 places to meet the demands of local community groups expressing interest for Tús participants. The Tús scheme provides short term working opportunities for unemployed people and all the work carried out by the participants on the scheme benefits the local community.
The Tús scheme is an excellent opportunity for community groups in Westmeath who are looking for specific work to be carried out to get a worker for at least a year.
The types of projects eligible for this scheme include energy conservation work in homes and community buildings, social care of all age groups and people with disabilities, caretaking, securing, supervising of community buildings and spaces, renovation of community and sporting facilities and sporting spaces, work in support of cultural and heritage activities, community administration and community event management, coaching for sporting activities or repair of equipment for the Third World – for example, farm tools, bicycles, computers, sewing machines, health equipment.

Eligible candidates for the Tús scheme must have been continuously unemployed for at least 12 months and signing on a full-time basis; and must be currently in receipt of Jobseeker’s Allowance. Candidates will be selected by the local Department of Social Protection.
Westmeath Community Development is currently recruiting 2 Tús Scheme Supervisors. The Tús Supervisors will work as part of the Tús Development Team with primary responsibility for supporting, supervising and managing up to 20 Tús participants each in their work placements, and in partnership with local community groups.
Key duties will involve:
- Animating and promoting the scheme locally as part of the Tús Team
- Recruiting participants and managing all associated administration, in conjunction with the Tús Coordinator
- Supervising participants undertaking community work placements
- Maintaining effective communications with and records for all scheme participants
- Devising and implementing appropriate progression plans for each participant and developing strategic relationships with local employers
- Liaising with community organisations and scheduling work tasks and objectives
- Maintaining project records and preparing report information for both Westmeath Community Development and the Department of Social Protection
- Ensuring all Tús work complies with organisational and statutory health & safety regulations and legislation
- Any other duties as determined by Westmeath Community Development for the operation of the Tús Scheme.
