The promoter will have an initial meeting with an officer from Westmeath Community Development Ltd (WCD) to discuss the proposed project idea and it will be assessed to decide whether the project idea is eligible for funding under the Rural Development Programme. The application procedure is listed below:-

The promoter completes an application form. The required number of quotations and relevant documentation as outlined in the Terms and Conditions must also be submitted with the application form before file can go forward to Evaluation Stage.

The project will then be assessed by the Evaluation Committee of WCD who will make a recommendation to the Board. Occasionally the Evaluation Committee may defer the application pending further information if it is deemed necessary.

The WCD Board will decide to approve or refuse funding for the project.

If the project is approved a detailed letter of offer and contract will issue to the promoter. A formal acceptance should be signed and returned within 14 days to WCD.

All contracts issued have an expiry date. The contract becomes null and void if the monies are not drawn down within the timeframe indicated in the contract. An extension of the contract date may be sought. A decision on this request will be at the Board of WCD’s discretion.

Grant payment is made on completion of the project on the submission of valid documents and claims inspected by WCD.

A site visit by a member of WCD will then take place to ensure that the project is complete. Further inspections may be required by the Dept of Community, Rural and Gealtacht Affairs and Dept of Agriculture, Fisheries and Food Inspectors at a later date if required.

If the project requires an independent qualified assessor to quantify costs this cost is borne by the promoter prior to payment of grant. This independent qualified assessor must have no interest or connection with the project.

Cheque payment will then issue if all the necessary requirements are met.
