Rural Development Programme - LEADER
Local Development Strategy 2014-2020
LEADER is an EU funded programme aimed at improving the quality of life in rural areas and diversifying the rural economy. It supports the delivery of local development actions in rural communities and has formed part of EU funding supports since 1991. For the new LEADER element of the Rural Development Programme 2014-2020, Westmeath Local Community Development Committee (LCDC) will be the Local Action Group with Westmeath Community Development Ltd as the lead Implementation Partner. A budget of €7.4m is available for Westmeath under this new Programme.
Westmeath Community Development Ltd. is preparing the Local Development Strategy for Co. Westmeath on behalf of the Local Action Group, Westmeath Local Community Development Committee. This Local Development Strategy will set out the objectives and actions proposed for the new LEADER programme.
As part of the process in developing the Local Strategy, submissions are invited from interested parties under any or all of the following Themes:
- Rural Economic Development/Enterprise Development and Job Creation in relation to: Rural Tourism, Enterprise Development, Broadband, Rural Towns
- Social Inclusion through Building Community Capacity, Training and Animation in relation to
- Rural Environment: targeting multiple environmental objectives including the protection and sustainable use of water resources, the protection and improvement of biodiversity and the development of Renewable Energy.

Westmeath Community Development invites tenders from agencies and bodies with links to employers in the Athlone and South Westmeath area;
To Match 25-40 of our client to job openings with local employers
To Interact directly with companies and candidates to help facilitate the job seekers secure employment
To Interact directly with both parties to find matches between what employers require and what job seekers have to offer
Our clients are individuals that are in receipt of a Social Welfare payment, and in excess of 250 new clients have engaged with WCD since the beginning of 2012.
The contract period is from June 1st to Oct 31st.
The tender proposal will detail;
Existing links with employers
Previous work with employers
Knowledge of employment opportunities in the locality
Knowledge of skills gaps in the locality
Areas of employment potential in the locality
A quotation, detailing costing on a per job matched basis
Payment will be based on the number of individuals placed in employment during the contract period
To count towards payment of the contract an employment placement will be defined as follows;
The post will be for a minimum of 20 hours paid per week.
The post should be expected to last at least 6 months.
WCD must be satisfied that the placement did not result in the displacement of existing employees.
Unpaid or government internship placement schemes will not be counted.
Work placements such as TUS, CE, JI or other similar scheme, will not be counted.
